The Operating System of a computer is transferring and translating data between software and hardware. A programmer of a computer program does not need to care knowing the specification of every part of hardware (such as the pixels on a computer screen) but his program communicates it's requests to the Operation System which translates it and hands it over to the involved hardware.
Well known Systems are "Windows" of Microsoft and the free "Linux".
