If a (larger) number of websites is linked by reciprocal links this would be called "crosslinking". This could be useful for the users if the other websites (or at least some) are of interest for them.
Crosslinking has been used intensely by search engine optimizers to increase the ranking of their websites. Therefore it is meanwhile the fear of webmasters that there are algorithms to detect crosslinking implemented by the search engines which might lead to downranking in case of too much crosslinking.
