Beside of it's literal meaning the usage of the word "content" in the internet also indicates it's (financial) worth. A worthy content is needed to bring many visitors to a website and make them return. A site having useless content would be called a site having "no content".
If someone is "generating content" it means mainly that he is developing it mainly on the purpose to increase the value of a website rather than for it's own sake - which would not automatically mean that it is bad.
